CEISTEANNA—QUESTIONS. [ORAL ANSWERS.] - REPAIR OF NEWCASTLE WEST BARRACKS.

asked the Minister for Finance if he will state what is the contract price for the repair of the old R.I.C. Barracks, Newcastle West; whether there are any tenders other than that accepted, and, if so, what was the amount in each case; also, if he will state what was the contract price agreed on before the authority of the Board of Works to give away a contract without asking for competitive tenders was challenged, and whether subsequently a change was made in the specification.

The contract price for the repairs of the police barrack at Newcastle West is £188 15s. 0d. One other tender was received, amounting to £195 1s. 2d. The amount of the tender obtained without competition was £223 6s. 0d., this tender being obtained without competition, was obtained without a specification, but in the specification drawn up for the competitive tenders the same works were included as in the non-competitive tender. The amount of the first tender £223 6s. 0d., was much in excess of the amount which it is usual to contract for without competition, but it was sanctioned by the Board of Works because it was thought that there was great urgency to get the work done, and this was the quickest way. On representations made by the Deputy further enquiries were made, and it was ascertained that the urgency was not so great as had been supposed. Competitive tenders were then called for. The Deputy has, therefore, been instrumental in saving the State some money (£35 less £9 for two months rent).

Would the Minister see in future that no contracts are given without asking for competitive tenders?

I will. I think this is a case where the contract should not have been given without competition.
