BEET SUGAR (SUBSIDY) BILL, 1925.—FIRST STAGE.

I ask leave to introduce the Beet Sugar (Subsidy) Bill, 1925. It is a Bill to make provision for payment of subsidies to persons manufacturing in Saorstát Eireann during a certain period sugar from sugar beet grown in Saorstát Eireann. I already indicated the general lines this Bill will follow in my Budget statement.

Leave given to introduce Bill.

I would like to have the next stage taken on Tuesday next. No actual progress can be made until the Bill has gone through. I think it is necessary, if we are to have the factory operating the autumn after next, that it should be passed before the Recess.

Can the Minister say when it is likely this Bill will be circulated?

To-morrow.

Tuesday is very short, as very big problems may be raised on the Bill, if it does not contain appropriate clauses of a protective kind, using these words in the general sense. If the Minister insists on Tuesday I will not make any strong objection, but I think the time is very short if the Bill is any way extensive.

The Bill follows very much the British Bill. It is really to give subsidies, fix schedules and give certain powers for penalties. It is a short Bill, and has already been sent to the printers. If there is any feeling on Tuesday that Deputies have not been able to consider the Bill, I will meet them.

When the Minister says the Bill will be circulated to-morrow, does he mean that it will be in hands?

Yes.
