Owing to the fact that the wages of municipal employees generally, the class mainly affected, exceed greatly the rates of wages payable in other similar employments, great difficulty is experienced in devising a suitable and equitable scheme. There is room for doubt whether permanent employees of local authorities are generally in favour of a contributory pensions scheme.
