CEISTEANNA—QUESTIONS. ORAL ANSWERS. - UNEMPLOYMENT INSURANCE BENEFIT (CO. CORK).

asked the Minister for Industry and Commerce if he will state why John Ryan, of Ballydehob, Co. Cork, an employee of the Cork County Council, who was unemployed from March 10th to April 9th, 1926, was refused unemployment benefit.

John Ryan, of Ballydehob, Co. Cork, made a claim to unemployment benefit on the 22nd March, 1926. In accordance with the statutory regulations governing the making of claims, the claimant should have lodged his unemployment book on the occasion, but he failed to do so, alleging that he had not yet received it from his last employers. In the circumstances, the condition requiring the book to be lodged was waived in the claimant's favour, but he has not since lodged the book, nor given any evidence that he continued to be unemployed after the date on which he made his claim. In the circumstances, the claim became ineffective, and no benefit can be paid on it.

Is the Minister aware that the Secretary of the Cork County Council, who represented the employers of this man, sent the book to the branch manager in Skibbereen?

I am not aware of that. In that event, I presume the claim would be revived, inasmuch as there was a waiver of the statutory necessity for the lodgment of the book. Until evidence is produced showing unemployment, the claim is, of course, ineffective.
