ORDUITHE AN LAE. ORDERS OF THE DAY. - VOTE 15—PERSONAL INJURIES COMPENSATION.

I move:—

Go ndeontar suim ná raghaidh thar £3,177 chun slánuithe na suime is gá chun íoctha an Mhuirir a thiocfidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1928, chun íocaíochtanna áirithe Cúitimh i dtaobh Leonta Pearsanta no Báis.

That a sum not exceeding £3,177 be granted to complete the sum necessary to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1928, for certain payments of compensation in respect of Personal Injuries or Death.

The provision sought this year is the amount required to make certain periodical payments that were recommended by the Personal Injuries Committee; also certain payments which were previously made by the British Government in respect to injuries sustained by non-combatants in Easter Week, 1916. Sub-head C deals with the necessary adjustments to be effected in connection with the injuries to certain persons during the Anglo-Irish War. The arrangement that was come to with the British in that respect was that we would pay compensation to our supporters and that the British would pay compensation to their supporters. Where the people killed or injured were regarded as neutral or non-combatant, the compensation was shared. The local authorities were relieved of all liability for the decrees that were obtained. A number of these decrees had been discharged by the local authorities before that arrangement was come to, and it was decided that the local authorities should be refunded the amounts so paid by them.

The Minister has not explained why there should be a new Vote under sub-head C. There was no such sub-head last year. Are those cases that have only come to the knowledge of the Minister since last year's estimates were considered?

The point is that it is only now we are trying to complete the adjustment with the local authorities. I think the matters were known before, but the various details in connection with them had not been ascertained, and consequently the Dáil was not asked to provide the moneys necessary to complete the adjustment with the local authorities.
