IN COMMITTEE ON FINANCE. - MONEY RESOLUTION—OIREACHTAS (PAYMENT OF MEMBERS) BILL.

I move:—

Go bhfuil sé oiriúnach a údarú go n-íocfar amach, as airgead a sholáthróid an tOireachtas, aon chostaisí fé n-a raghfar chun aon Acht do chur in éifeacht a rithfar sa tSiosón so chun tuille soláthair do dhéanamh maidir le saoráidí do bhaill den Oireachtas chun taisteal do dhéanamh gan íoc as, agus chun Acht an Oireachtais (Baill d'Ioc), 1923, do leasú chuige sin.

That it is expedient to authorise the payment, out of moneys to be provided by the Oireachtas, of any expenses incurred in carrying into effect any Act of the present Session to make further provision in relation to free travelling facilities for Members of the Oireachtas, and for that purpose to amend the Oireachtas (Payment of Members) Act, 1923.

Apart altogether from the question which was raised yesterday, whether any additional cost would be involved by this Bill, it does mean the imposition of new charges, because the money will be paid out under heads different from those under which payment has been made heretofore. Consequently, it is necessary to have a Money Resolution. I do not think that the new Bill will make any appreciable difference. It might in some respects mean a small increase. In certain other respects it will mean a decrease. I think on the whole that the new Bill leaves matters, so far as expenses are concerned, roughly as they were.
