IN COMMITTEE ON FINANCE. - OIREACHTAS (PAYMENT OF MEMBERS) BILL, 1928—THIRD AND FOURTH STAGES.

With reference to the point raised by Deputy Cooper yesterday, that safeguarding words should be inserted in paragraph (a) of sub-section (2) of Section 1, I have come to the conclusion that they are not necessary. The fact that travelling must be done by tram, charabanc, or other public conveyance must mean that the fare would not be such as would exceed first-class railway rates, and there is no danger at all in leaving that section as it stands. Deputy Cooper suggests that a Deputy might travel by a circuitous route by omnibus. That is impossible. I am advised legally that it is impossible to obtain payment if a Deputy travel from Dublin to Donegal via Cork.

They would not do it twice anyway.

For that reason, there is no need for the safeguarding words.
