PUBLIC BUSINESS. - LOCAL AUTHORITIES (OFFICERS AND EMPLOYEES) ACT, 1926—APPOINTMENT OF COMMITTEE.

I move:—

Go ndintar Rocha-Choiste ar a mbeidh aon Teachta déag a ainmneoidh an Coiste Roghnathóireachta do cheapa chun a fhiosrú agus a thuairiseiú ar fhearr no nár bhfearr, agus an méid atá ar eolas anois i dtaobh oibriú Acht na Udarás nAitiúil (Oifigigh agus Fostaithe), 1926, aon leasú do dhéanamh ar an Acht san:

Gur cúigear a bheidh mar quorum don Choiste.

That a Select Committee, consisting of eleven Deputies, to be nominated by the Committee of Selection, be appointed to inquire and report whether, having regard to the experience gained in the working of the Local Authorities (Officers and Employees) Act, 1926, any amendment of that Act is desirable:

That the quorum of the Committee be five.

When the question of local appointments was discussed last summer an undertaking was given that the Government would be prepared to meet Deputy O'Connell's amendment to a certain extent. This motion is framed to carry out the undertaking given at that time.

The President is apparently still determined not to allow papers and other necessary documents to be sent for by the Committee.

On the last occasion I and several other Ministers explained the extent to which we are prepared to go in this matter, that confidential papers and records would require to have the respect shown to them which was given in a confidential manner by the persons concerned. It is not proposed to break the confidence which was given at that time to any persons in whom it was placed and who gave that confidence to others. Does the Deputy recommend that we should do so?

No, but I do not see that this Committee can get very far when the necessary documents are not available.
