Ceisteanna—Questions. Oral Answers. - Civil Servants and Article X.

asked the Minister for Finance if he can state the total number of civil servants whose positions are governed by Article X. of the Treaty; the number of such officers who have applied to retire under that Article; the total number of such applications received to date; the total lump sum payments arising out of such applications (a) already made, (b) yet to be made, and (c) to be made as additional payments consequent upon the decision in the Wigg-Cochrane case.

All civil servants who were transferred to the Provisional Government or to the Government of the Irish Free State by virtue of any transfer of services from the British Government are governed by Article 10 of the Treaty. The number of officers concerned was 21,035. To date, the number of such officers who have applied to retire in consequence of the change of Government effected by the Treaty is 1,639. Of these, compensation on retirement has been awarded in 978 cases: 280 applications have been disallowed or withdrawn or otherwise disposed of; the remainder are awaiting adjudication. The total lump sum payments by way of additional allowance or gratuity made to officers who have retired under Article 10 as distinct from those who have been awarded compensation on discharge terms, is £208,520. It is not possible to compute the lump sum payments yet to be made in respect of pending or future applications to retire in advance of the determination of such applications by the proposed new Statutory Tribunal. As regards the concluding part of the question, any figures that could now be given would have reference only to cases in which awards have been already made. The actual figures are at present being compiled in my Department.
