Public Business. - Commissioners for Oaths (Diplomatic and Consular) Bill, 1931—First Stage.

I move for leave to introduce a Bill entitled an Act to enable persons performing diplomatic or consular services outside Saorstát Eireann to administer oaths and do notarial acts in the countries in which they are performing such functions and for other purposes connected therewith.

Leave granted.

When will the Second Stage be taken?

The Bill is a very simple one and will be in the hands of Deputies to-night. I would like to have it put down for Friday.

Can the Minister say if there is any need for such urgency?

There is always urgency about public business.

There is no special urgency about this.

What about the Transport Bill?

And the Town Tenants Bill?

I think there should be a general rule that a week should elapse between the First and the Second Reading of Bills. There are a number of Bills that we would like to see introduced, and that we have been asking the Government to introduce for two years. Now they come along and ask the House to put Bills that we do not want through in two days.

The Deputy cannot understand what he wants until he sees it.

We want the Town Tenants Bill.

If there is objection we will have to put it back on Friday.

Second Reading ordered for Friday.

There is the understanding that if we object it will be postponed.

That is understood.
