Ceisteanna—Questions. Oral Answers. - Unemployment Benefit (Kildare).

asked the Minister for Industry and Commerce if he will state the cause of the delay in paying unemployment insurance benefit to Mr. Maurice McGarr, Kilmurray, Clane, Co. Kildare.

No contributions having been paid for Maurice McGarr in the five insurance years 1926-27—1930-31, a balance of 14 contributions paid for him prior to those years lapsed under the provisions of sub-section (4) of Section 8 of the Unemployment Insurance Act, 1920, and, thereafter, he had to be treated under the provisions of the same sub-section as if he had not been previously an insured person. Consequently, before he could again become entitled to benefit, he would have to satisfy the first statutory condition which requires that 12 contributions should be paid for him. As, however, only 10 had been paid, his claim of the 30th March, 1932, had to be disallowed and the claimant will not be entitled to receive Unemployment Benefit until he can show that at least 12 contributions have been paid for him exclusive of those that have lapsed under the statutory rule I have mentioned.
