Finance (Customs Duties) (No. 3) Bill, 1932—First Stage.

I move for leave to introduce a Bill entitled an Act to charge and impose a customs duty and to make further provisions in connection with finance.

Would the Minister give some indication as to the matters that are to be covered by the Bill?

It is proposed to regularise a resolution that was passed on 6th July last in relation to wheaten flour or wheaten meal. I propose to take the Second Stage to-morrow.

Even though the Bill has not yet been circulated?

The Bill will be circulated this evening. This is purely a formal Bill. It gives effect to the resolution which was passed in July last. The time within which this Bill must be passed is near its expiration. It is the 6th December or some such date. Consequently it is desirable that the Bill should now be passed by the Dáil and I am sure the Dáil will not object in view of the fact that the main Bill is introduced also to-day and will be due for discussion about the same time.

When will the two Bills be circulated?

This Bill will be circulated within half an hour.

The date in this matter is due not to the adjournment of the Dáil but to the fact that the Dáil was not called together in time to deal with it. What the Minister describes as matters of detail may turn out to be matters of great change.

If the House fixed the Second Reading provisionally for to-morrow the Deputy could raise an objection later.

The way I view the matter is that when we see the Bill it may be clear that it is not a Bill that could be taken up to-morrow.
