Public Business. - Vote No. 6.—Office of the Revenue Commissioners.

I move:

Go ndeontar suim bhreise ná raghaidh thar £11,370 chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1933, chun Tuarastail agus Costaisí Oifig na gCoimisinéirí Ioncuim maraon le Seirbhísí áirithe eile, atá fé riara na hOifige sin.

That a supplementary sum not exceeding £11,370 be granted to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1933, for the Salaries and Expenses of the Office of the Revenue Commissioners including certain other Services administered by that Office.

The original estimate for Vote No. 6 in respect of the year ending 31st March, 1933 was prepared, as I am sure the House will understand, in the late autumn of 1931. It included provision for the collection and the administration of the revenue and the administration of the Old Age Pensions Act on the basis of the tariffs existing at that time and the Acts then in force. Since the beginning of the financial year 1932-3, numerous tariff changes have been introduced by various Acts of the Oireachtas and the work incidental to and consequential upon these, together with the additional work which has arisen out of the Old Age Pensions Act of last year, necessitated immediate additions to the staff of the Revenue Department. Arising out of these Acts, increased expenditure also arose on travelling, on the purchase of technical equipment and on the distribution of the various instructions and memoranda relative to the new functions of the Department. Savings have been made on certain sub-heads of the Vote but nevertheless the resultant economies have not been quite sufficient to meet the additional expenditure and additional provision now asked for must be made in the ordinary course by the Oireachtas to cover the cost of the Department to the close of the financial year.

In connection with this Estimate, when will the Minister be in a position to state what is the exact position regarding duties paid on motor parts, prior to the special Finance Act that went through last December. Following that Act, I think, a promise was made that those duties would be refunded. I would like to know from the Minister has he made arrangements for that to be done. He knows from the big sums involved, and the number of traders concerned, that the matter is a very important and pressing one. I should like to have some information upon that point.

The position, with regard to the proposed drawback facilities on motor car parts, is that the question of finding a satisfactory solution—satisfactory not merely to the motor traders who have to be considered but, also, to the revenue—is in a very advanced state, and I hope that we will be able to make an announcement in that regard, and to make the necessary orders within the next few days.
