Public Business. - Vote 44—National Health Insurance.

I move:

Go ndeontar suim bhreise ná raghaidh thar £10 chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1933, chun Tuarastail agus Costaisí an Choimisiúin Arachais agus chun Ilsíntiúisí agus Ildeontaisí mar gheall ar chostas Sochar agus Costaisí Riaracháin fé sna hachtanna um Arachas Sláinte Náisiúnta, 1911 go 1929 (maraon le Deontaisí áirithe i gCabhair).

That a supplementary sum not exceeding £10 be granted to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1933, for the Salaries and Expenses of the Insurance Commission and for sundry Contributions and Grants in respect of the cost of Benefits and Expenses of Administration under the National Health Insurance Acts, 1911 to 1929 (including certain Grants-in-Aid).

This is just a token Vote, put down because it was not thought proper that the proposed moneys voted should be used after the dissolution of the Insurance Commission without coming to the House in as much as it is provided by the Dáil. In Vote 44 it is expressly set out for the salaries and expenses of the Insurance Commissioners, and that body is now dissolved. As soon as it was dissolved insurance was paid out of the moneys of the Local Government Department, and it is to regularise that that this Vote is brought in now.

Is the Minister in a position to inform the House when he proposes to introduce the legislation he promised.

I had hoped that it would be possible to introduce it this week, but was unable to do so. Probably we will be able to bring it in next week.
