asked the Minister for Finance whether he is yet in a position to state when the Report of the Civil Service Commission of Inquiry on the subject of arbitration will be published.

I am not yet in a position to indicate the date on which the report may be published, but if the Deputy will repeat his question next week I hope to be able then to make a definite statement on the matter.

The Minister expressed similar hopes some weeks ago, hopes which have not been justified. My faith in them has not been justified. I suggest to the Minister that if he is not in a position to publish the report he should agree that copies should be made available in the library for Deputies. The report should be made available for Deputies if there is likely to be any abnormal delay in publishing it.

I do not consider, in connection with the report on these matters, that there has been any delay. We only had the report about three weeks ago.

This is not a question of asking the Minister what he proposes to do on the report. It is a matter of asking the Minister what he proposes to do so that the report will be made available for Deputies. I suggest that the Minister should consider the advisability of making a copy available in the library so that it can be inspected by Deputies.

I should like to remind the Deputy that the report is made to the Minister for Finance.

I understand from the Minister's previous answers that he has the report now for over a month. Surely the question of deciding when a report of that kind is to be published is not a matter that would involve over a month's delay?

It necessarily involves consideration of the report.
