asked the Minister for Agriculture if he will instruct his inspectors to inspect the cattle of small farmers who have only a couple or three cattle in fattening so that they may have a chance of getting a shipping licence as well as the bigger farmers.

The question of dealing with applications for licences from feeders with less than four stall-fed cattle was fully considered in December last and again this month, but owing to the many difficulties in the way, e.g., the large number of inspectors that would be needed to carry out the work of inspection and the extra expense involved, it was not found practicable up to the present to include for inspection farmers with less than four cattle on hands.

Is the Minister aware that these small farmers are greatly handicapped because they cannot get a licence for two or three cattle and will he do all he can in the matter?
