Ceisteanna—Questions. Oral Answers. - Qualifications for Clerk of Works.

asked the Minister for Local Government and Public Health whether his attention was directed to an advertisement regarding the appointment by the North Cork Board of Health and Public Assistance of two clerks of works, which was announced in the daily Press on April 8th; whether he is aware that according to the published conditions of employment, the board is insisting that these clerks of works shall possess engineering qualifications; whether the appointments will be made subject to the approval of his Department; and, if so, whether he will inform the board that there is no authority to require applicants for these posts to possess engineering qualifications, and whether he will insist on the posts being readvertised in a proper manner.

The replies to parts 1 and 2 of the question are in the affirmative. For the supervision of the erection of 491 cottages under their Compulsory Purchase Order Scheme, the North Cork Board of Health decided to appoint four clerks of works at £5 per week, and two supervising clerks of works at £6 per week. For the latter, qualifications in engineering were stipulated. The proposal was approved by me, and the four posts were filled, being allotted to persons recommended by the board's engineer. These four persons did not possess engineering qualifications. Only one application was received for the position of supervising clerks of works and the positions have been readvertised.
