The Imperial Conference does not determine the foreign policy of the States of the British Commonwealth. Each State is free to determine its own policy and follow its own line of action. There is, therefore, not necessarily any such thing as a Commonwealth foreign policy. In so far as there is at any time community of action, it is determined by common interest.
