Committee on Finance. - Vote 75—Repayments to Contingency Fund.

I move:—

Go ndeontar suim ná raghaidh thar £1,011 chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1938, chun Roimhiocanna llghnéitheacha áirithe d'aisíoc leis an gCiste Teagmhais.

That a sum not exceeding £1,011 be granted to defray the Charge which will come in course of payment during the year ending 31st March, 1938, for the repayment to the Contingency Fund of certain Miscellaneous Advances.

There is nothing unusual in the purpose for which these recoupments are required. They are for stamp duty remitted on deeds and other instruments for public departments. These were beyond the control of the Minister for Finance. There is also an item for the recoupment of lodging and portion of the funeral expenses of a student — the holder of a scholarship awarded by the Minister for Education — who was accidentally drowned during the academic term. That was a pupil from the Gaeltacht. There is a further item for the refund of stamp duty paid by the diplomatic representative of an external Government in Dublin.

In this case I take it the Minister certifies that this Supplementary Estimate has been introduced at the first available moment after the expenditure has been incurred?

Yes. That only applies when an unusual item of expenditure occurs.

That would apply to item (3) in connection with the student?

Yes, that was decided in the last four or five days. The University paid the money at first and we made the recoupment to them.

As long as the Minister accepts that principle I agree and so long as he will reiterate it from time to time I will agree with him that it strengthens the hands of the Comptroller and Auditor-General.
