Public Business. - Vote 20—Miscellaneous Expenses.

I move:—

"Go ndeontar suim bhreise ná raghaidh thar £10 chun íoctha an mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh Márta, 1942, chun Costaisí Ilghnéitheacha áirithe, maraon le Deontaisí áirithe i gCabhair agus íocaíochtaí Cúitimh mar gheall ar Bhás no ar Dhíobhála Pearsanta.

That a supplementary sum, not exceeding £10, be granted to defray the charge which will come in course of payment during the year ending 31st March, 1942, for certain Miscellaneous Expenses, including certain Grants-in-Aid and payments of Compensation for Death or Personal Injuries."

The purpose of this supplementary vote is to enable an additional grant of £200 to be paid in the current financial year to the Royal Irish Academy in aid of their expenses. Representations were made to me by the Academy and as a result I have agreed, subject to the approval of the Dáil, to increase their subvention by £400 for a period of 12 months, £200 to be given in the current year and the balance next year. Though it is estimated that there would be ample savings on the Vote already passed to meet the payment in the present year in the interval a supplementary grant is necessary to enable them to be utilised as the annual assistance to the Academy is provided by way of Grant-in-Aid and the rules as to Parliamentary control of expenditure do not permit of a Grant-in-Aid being increased without the sanction of the Dáil.

Under No. 30, there are three motions to reduce this Estimate in respect of various subheads. The Vote deals in the main with the foot-and-mouth disease epidemic in reference to which there are two motions on the Order Paper, Nos. 20 and 24. Obviously, it would be duplication of debate to discuss this Vote and subsequently to debate these motions. I understand from Deputy Hughes that he is agreeable to take in conjunction with No. 3—i.e., "That the Estimate be reduced by £10 in respect of sub-head N (1)"—motion No. 24. When these three motions to refer back and the Estimate have been decided a decision will be given, without further discussion on motion No. 24. Regarding No. 20, I presume that after the discussion of this Estimate No. 20 might be removed from the Order Paper. It seems, if I might venture to say so, to be somewhat out of date. I should like to have Deputy Cogan's views.

I am prepared to agree to motion No. 20 being taken off the Order Paper provided ample time is allowed now for discussion of this question of foot-and-mouth disease.

The main debate might be taken on No. 3—"That the Estimate be reduced by £10 in respect of sub-head N (1)." It seems to be the most appropriate place.
