Ceisteanna—Questions. Oral Answers. - Register of Voters.

asked the Minister for Local Government and Public Health whether, in view of the grave difficulties experienced by all Parties during the recent local elections in the coastal delivery of literature in the coastal Borough of Dun Laoghaire, particularly in the areas of Killiney, Ballybrack and Loughlinstown, he will consider issuing instructions that the next register of voters be compiled in the above areas and in the county council area adjacent according to islands of roads and houses, and not, as at present, according to alphabetical order of surnames and townlands.

The Registration Rules (Rule 4 of First Schedule to the Electoral Act, 1923) provide that where a registration unit is situated in an administrative county, the names in the register shall be arranged alphabetically in townland order, unless the county council consider that having regard to the general character of the area forming the registration unit, arrangement in street order is possible and convenient.

I will bring to the notice of the proper authority the Deputy's suggestion.

asked the Minister for Local Government and Public Health if he will state the number of electors for each Dáil constituency on the register which came into operation in 1942-43, and if he will state the number of seats in each constituency, and if he will take steps to ensure that the increased population of the Dublin Townships, Dublin County, and Dublin North-East constituencies will be allotted full representation.

A statistical table giving the information asked for in the first part of the question will be circulated with the Official Report. The matter referred to in the latter part of the question will be considered in due course.

Will the Minister say what he means by "in due course"?

No more than I have said—before 1947.

Is the Minister aware that it is permissive in the Act, before 1937, to readjust these injustices, that is where certain constituencies are not getting full representation in this House?

It is not obligatory, but, in any event, I do not know that there is any constituency not getting full representation.

The constituencies mentioned here are at least one and a half seats short of full representation, according to the register. When the Minister sees the figures, I hope he will give the matter full consideration.
