Ceisteanna—Questions. Oral Answers. - Lighting of Dublin City.

Mr. Byrne

asked the Minister for Defence whether, in view of the unsatisfactory lighting of the city and outskirts, he will say whether conditions will permit a relaxation of the cowling of the city lights.

The cowling of the city lights was necessitated by considerations of national defence. In connection with this matter, however, it should be noted that the only stipulation made by my Department was that lights should be so cowled as to prevent the emission of light above the horizontal. Circumstances do not permit of relaxing the cowling arrangements.

Will the Parliamentary Secretary give permission for an alteration of the present cowling system, in view of the very bad lighting conditions in the city, so that better lighting can be given to the public?

The Deputy ought to assure himself before raising the question that it is the cowling which is affecting the city lights.

There is no doubt about that. Anyone with eyes can see that the cowling is throwing only 25 per cent. of the light to the footpaths and roadways.

I am afraid the Deputy is suffering from a mental black-out.
