The functions of the commissioner in this matter are confined to appointing stopping-places. He has no power to provide signs or to compel anybody else to provide them. That is a matter for the corporation or bus company.
The Minister may not be aware of the fact that several years ago the corporation decided to have these fixed stopping-places, and also decided to have signposts marking the stopping-places. The position in Cork City at the present moment is that there is not even an arrow to show the way to Dublin.
That might not prevent some of the people finding their way here, all the same.
Future generations will have to depend on their natural instincts.

So far as the Guards are concerned, they have actually pointed out where the stopping-places are to be. The erection of the signposts is not a matter for the commissioner. He merely has to point out where the stopping-places are to be. The erection of the signposts is a matter for the local authority or the bus company.
There has been gross negligence in the matter and I think Deputy Anthony would bear me out there.
