asked the Minister for Justice if he will consider recommending to the Government to make an Emergency Powers Order (a) to stabilise ground rents so as to enable expiring leases to be renewed at existing grounds rents, and/or (b) to set up a tribunal with adequate powers to fix fair ground rents.

I think that it is extremely doubtful whether the utilisation, for either of the purposes mentioned in the question, of the powers conferred by the Emergency Powers Acts could be justified. Accordingly, I do not propose to recommend to the Government that any such Emergency Powers Order should be made.
