I shall deal with this amongst other matters in the course of the forthcoming debate on Resolutions approving of certain documents drawn up by the Chicago Conference on International Civil Aviation.

Legislation is not necessary to give effect to the Agreement mentioned in the question. The Agreement was effected by exchange of notes and by virtue of the Government's executive powers.
