asked the Minister for Industry and Commerce if he will state whether all firms who have received a loan under the Trade Loans (Guarantee) Acts are free to purchase raw material in the open market.

No limitations are imposed on the expenditure of a loan guaranteed under the Trade Loans (Guarantee) Acts save that such loan must be devoted to the purpose for which it was sanctioned and all plant and materials must be purchased at the lowest price. At the present time, the purchase of materials is subject to any regulations or limitations that may be in operation from time to time as regards distribution of material in short supply, shipping space, and the obtaining of the necessary foreign currency if this be required.
