The payment of Civil Service cost-of-living bonus for each year from 1940 to 1945, inclusive, at the rates which would have applied if stabilisation had not been introduced as on and from the 1st July, 1940, by the Civil Service (Stabilisation of Bonus) Regulations, 1940, would have involved extra charges on the Exchequer estimated as follows:—
