Ceisteanna—Questions. Oral Answers. - Tarring of Main Roads.

asked the Minister for Local Government and Public Health whether, in view of the frequent occurrence of accidents to horse-drawn traffic on tarred road margins in the county, he will direct that the county engineer for Kerry should arrange that, when the tarring of main roads is being carried out, a margin of four feet, on either side of the roads, shall be left untarred for use by horse traffic.

In all counties general responsibility for maintaining the roads in proper condition rests on the county council with a particular responsibility on the county engineer and his staff. It is not my practice to interfere with these authorities in the proper discharge of their duties, unless I have reason to believe that they are in some way negligent or inefficient. I have no reason to believe that charges of this sort can be brought against the Kerry County Council as at present administered, or against the county engineer. Accordingly I do not propose to interfere in regard to a matter with which they are fully competent to deal.
