What does Section 3 refer to?

The order there was brought in during the emergency after stabilisation of the bonus at 210, to enable civil servants, who would otherwise be pensionable on the basis of 185, to get the basis of 210 for pension purposes, and to continue payments at 210 and not 185. It is necessary to have it in this permanent form.
