Owing to my Department's preoccupation with certain other matters of a more urgent nature, it has not been possible to make the progress hoped for with the preparation of the legislation referred to in the question. I am not yet in a position, therefore, to state definitely when the Bill will be ready for introduction, but I shall make every effort to lay it before the Dáil during the present year.
