asked the Minister for Justice if it is his intention to introduce legislation, at an early date, to improve the conditions of town tenants, who are at present paying interminable annuities without hope of ever owning their houses.

If, as appears to be the case, the Deputy has in mind proposals for a ground rents purchase scheme, I would refer him to the statement of the Government's attitude to this matter made during the course of the debate on the motion moved by Deputy Davin on the 13th March, 1946.

Will the Minister say if legislation is in the course of preparation?

No, it is not.
