asked the Minister for External Affairs when he proposes to introduce The Supplementary Estimate requisite to supply the grant for the Parliamentary Association (Irish Branch).

The Deputy is not, of course, correct in implying that I agreed on the 24th June last to introduce a Supplementary Estimate to cover a grant to the Empire Parliamentary Association. I undertook on that occasion to examine a certain suggestion in the matter put forward by him. I have done so, and regret that, in all the circumstances, I do not feel that I would be justified in acting in accordance with that suggestion.

Arising out of the Minister's reply, is the Minister aware that not for the first time what has appeared to be "yes" across the floor of the House has transpired to be "no" when you ask him to do what you believe he has undertaken to do, and will he now reconsider the matter further——

No, definitely.

The Taoiseach's unmannerly interruption will not deter me from putting my question. When he is blathering about his desire for better understanding and common civility between this country and Great Britain, this Parliament and other democratic Parliaments, will he consider the desirability of providing the means of facilitating meetings and discussions between the members of these Parliaments, as such is likely to do far more for the matters these institutions hold dear than high-falutin speeches by him here, in London, in Paris or anywhere else?

I am merely registering that another "yes" means "no".

"No" means "no".
