Ceisteanna—Questions. Oral Answers. - Civil Service Statistics.

asked the Minister for Finance if he will state: (a) the total number of civil servants serving at present, or at the latest date for which figures are available; (b) the number of permanent civil servants and the number of temporary civil servants comprising the foregoing figure; and (c) the present annual cost of: (i) Civil Service pay and allowances, and (ii) travelling and subsistence allowances.

As the answer to this question contains a number of figures, I propose, with your permission, to circulate it with the Official Report.

Following is the statement referred to:—

The required information, so far as available, is as follows: (a) 31,622 (of whom 14,442 were in the Department of Posts and Telegraphs); (b) permanent 14,171, temporary 17,451; (c) (i) £8,640,000 (approximately); (c) (ii) £239,338. The figures at (a), (b) and (c) (i) relate to the 1st January, 1947. As regards (c) (i), only a provisional figure can be given at this stage, as the taking of the Civil Service census as on 1st January, 1947, was necessarily deferred pending the completion of adjustments consequent on the Civil Service (Remuneration) Regulations, 1947. As regards (c) (ii), figures in respect of costs of travelling and subsistence are not compiled annually. The figure given relates to the year ended 31st December, 1945, which is the latest year for which information is available. Figures for the year ending 31st December, 1947, will be obtained in connection with the Civil Service census for 1st January, 1948.

The figures do not include numbers or costs of (a) persons employed on relief schemes; (b) persons employed on a fee basis, and (c) artisans, labourers, etc., employed on schemes or works of a temporary nature (other than relief schemes) who are not regarded as civil servants.
