Ceisteanna—Questions. Oral Answers. - Supervising Gangers.

asked the Minister for Local Government if in connection with the system of employing supervising gangers which obtains in certain counties, he will state (a) when this system first came into operation and on what date supervising gangers were first appointed; (b) in which counties does this system operate; (c) by whose authority and under what legislation or Order are these supervising gangers appointed; (d) what is the nature and scope of their work, and (e) whether members of county councils were notified of the putting into operation of this system or advised as to the appointment of supervising gangers.

The use of the designation "overseer" in place of "supervisory ganger" and other designations formerly in use for supervisory employees of road workers was recommended to county councils last year in the interests of uniformity. All county councils except the councils of the counties of Cork, Limerick and Wexford now employ overseers for road works. As most county councils have employed them for many years it is not possible to state the procedure adopted by them in putting the system into operation originally. Overseers are appointed by virtue of the general power vested in every local authority to employ such staff as may be necessary. Under the direction of an assistant county engineer, overseers supervise and control all other road workers in a specified area.
