Ceisteanna—Questions. Oral Answers. - Compulsory Inspection of Farms.

asked the Minister for Agriculture if, in view of his statement that no inspectors of his Department will enter on the lands of any farmer, unless invited, it is his intention to repeal the Livestock Breeding Act, the Sheepdipping Acts, the Diseases of Animals Acts, the Clean Wool Act, and all other Acts that entail compulsory inspection of farmers' stock and lands.

No, the constitutional guarantees contained in Article 40 of the Constitution have never been deemed to prohibit necessary precautions to prevent the spread of disease or anti-social activities calculated to injure the neighbours of any individual citizen.

So that they can enter then even without invitation.

In accordance with law, yes, and under the provisions of the Constitution. Does the Deputy wish to amend the Constitution?

Does the Minister suggest that inspectors have ever entered otherwise than in accordance with the law?

That is a matter I am prepared to discuss with the Deputy.
