asked the Minister for Justice whether he is aware that books prohibited by the Censorship of Publications Board are generally available for purchase during the period between publication and the making of the prohibition Order; that as a result the proprietors of small libraries who in good faith have purchased such books suffer financial losses, since these books cannot be circulated or returned to the suppliers; and, if so, whether he will take steps to remedy the situation, if necessary by the introduction of proposals for legislation to amend the Censorship of Publications Act.

It would hardly be practicable, even if it were desirable, to have all books censored before they are imported, and I am sure the Deputy would not suggest that proprietors of libraries should be allowed to continue the circulation of banned books. This being so, I do not see how this problem could be remedied by legislation or administrative action. The only possible solution seems to me to be that the proprietors of libraries should try to arrange with their suppliers not to send them any books which are likely to be banned and to accept back books which are banned. The question of returning the books is, of course, a matter entirely between the purchasers and the suppliers, and the State has no concern with it.
