Ceisteanna—Questions. Oral Answers. - British Army Functions.

asked the Minister for Justice if he is aware that the running of functions in Dublin under the auspices of associations affiliated to regiments of the British Army of Occupation is calculated to provoke the resentment of the citizens, and if he will take steps to prevent the holding of such functions as being likely to occasion breaches of public order.

I have no power to interfere with such functions, and the Deputy is no doubt aware that the police can intervene only to prevent imminent breaches of the peace.

Arising out of the Minister's reply, does the Minister not think it would be preferable to prevent breaches of the peace by conveying to these people his opinion that manifestations of imperialistic sentiments such as these should not take place? Does the Minister not think that it is right and proper that the police should not be instructed to draw their batons against citizens of this city demonstrating peaceably against manifestations of that nature?

The Constitution guarantees the right of free speech and free assembly. Any protection that can be given to any body acting within the law must be given. I have no power over a function which is held inside a building.

Is the Minister aware that functions such as these have been held from time immemorial and there have never been any demonstrations up to this?

Is the Minister aware that citizens of this city have for many years past shown their deep antagonism and resentment against pro-British propaganda?
