Ceisteanna—Questions. Oral Answers. - Industrial Development Authority Reports.

asked the Minister for Industry and Commerce whether he has yet received any report from the Industrial Development Authority in connection with an application for a tariff on imported rubber solutions; and, if so, whether he will indicate the nature of the report.

This application has been referred by me to the Industrial Development Authority, which is at present examining it.

asked the Minister for Industry and Commerce if he will state the normal period allowed to elapse from the receipt by his Department of a report from the Industrial Development Authority in respect of tariff or quota applications, before the report is implemented.

Recommendations received by me from the Industrial Development Authority which call for positive action by the Government are submitted to the Government in the normal way without avoidable delay.

The length of time which elapses between the date of the Government decision and its implementation depends on the amount of administrative work involved in giving effect to it.

Arising out of the Minister's reply, would the Minister indicate to the House what is the procedure where a recommendation is made by the Industrial Development Authority for the taking of a certain course of action—for example, the imposition of a tariff or quota? What procedure is followed in such a case by the Government and what is the necessity for the delay?

There is no avoidable delay. In so far as there is delay, it is only delay to ascertain all the facts. I have to look at the matter from the point of view of the consumer and the public generally as well as from the point of view of the producer.

Is that point of view not taken into account by the Industrial Development Authority?

The Industrial Development Authority have not the final responsibility.
