Ceisteanna—Questions. Oral Answers. - Non-Established Government Employees.

asked the Minister for Finance if he will state whether he has given consideration to the position of non-established Government employees, in so far as they are excluded from the provisions of the Industrial Relations Act, 1946, whilst at the same time they are not covered by the newly-established machinery of the Civil Service Arbitration Board; and, if so, whether he proposes to provide some form of negotiating and arbitration machinery suitable to their particular circumstances.

I have for some time been considering how to deal with such of the non-established Government employees as do not come within the scope of the Civil Service conciliation and arbitration machinery. My examination of the matter has not yet been concluded.

Would the Minister, in his consideration of the matter, keep in mind the urgency of this question as the existing machinery is totally unsatisfactory from the point of view of these employees, and keep in mind also the intolerable delay that has taken place? He has had, personally, to intervene to try to get the machinery working and the matter is one of urgency from the point of view of these employees.

That whole question is being examined.
