asked the Minister for Finance if he will state if it is the Government's intention to ask the Dáil to approve of the agreement for the establishment of a European payments union.

The European Payments Union Agreement will not be the subject of a motion for approval by Dáil Eireann in accordance with Article 29 (5) 2º of the Constitution, as it does not involve a charge on public funds. It will, however, be printed in the Treaty series and presented to Dáil Éireann by the Minister for External Affairs under Article 29 (5) 1º.

As this agreement is not to be submitted to the Dáil for approval and as it is the first occasion upon which the so-called link with sterling has been consolidated by an international agreement, will the Parliamentary Secretary assure the Dáil that the agreement has been approved by all members of the Government and all members of the Government Coalition?

Government decisions are approved by all members of the Government.

The Deputy's statement is completely inaccurate.

The Minister should read the agreement he signed.
