Ceisteanna—Questions. Oral Answers. - Laoighis County Council Appointments.

Mr. O'Higgins

asked the Minister for Local Government whether he is aware that vacancies for appointments under the Laoighis County Council are frequently filled without being advertised; and, if so, whether he will ensure that in future all vacancies will be advertised.

I am not aware that the Laoighis County Council has not fulfilled its statutory obligations in regard to advertising vacancies.

Local authorities are required by statutory regulations to advertise the filling of all vacancies for permanent offices that are not filled on the recommendation of the Local Appointments Commissioner by transfer or promotion or from a panel of qualified candidates compiled after advertisement and examination. Vacancies that are filled on the recommendation of the Local Appointments Commissioners are advertised by the commissioners. Temporary appointments may be made by local authorities to offices without advertisements for periods not exceeding six months. There is no obligation on local authorities to advertise vacancies for employees.

Did the Minister make himself aware in relation to the subject matter of the question whether or not this practice obtained under the Laoighis County Council?

The Minister is quite satisfied that the Laoighis County Council carries out its statutory obligations.
