Vol. 129 No. 10

Ceisteanna—Questions. Oral Answers. - Supplies of Seed Oats and Potatoes.

asked the Minister for Agriculture if he is aware that a number of small farmers on congested holdings in the Rosses district of West Donegal have been refused supplies of seed oats and potatoes during the past week on the grounds that supplies were not available; and, if so, if he will take immediate steps to remedy this position.

Mr. Walsh

I take it that the Deputy refers to the seed distribution scheme for congested areas which is operated by my Department. I am aware that it has never in any year been possible to meet all demands for seed under this scheme and that this year is no exception. This is not a relief measure. Its purpose is to provide a periodic change of seed for smallholders in areas where formerly crop failures were a frequent occurrence due to continuous use of the one stock of seed. The constant high standard of crops in congested districts for a number of years past may be attributed in large measure to the operation of this scheme.

Substantial quantities of seed oats and seed potatoes have already been allocated for distribution in the Rosses area this spring and I am satisfied that the supplies should be ample having regard to the purpose of the scheme.

Is the Minister aware that he assured me by way of answer to a question that the same quantity of seed oats and potatoes would be given out this year as last year—and that the same quantity has not been given out?

Mr. Walsh

Because of increased cost.

Why did the Minister mislead me?

Mr. Walsh

If the Deputy wants the reason he should ask my predecessor in office why he did not insert a provision for more than £70,000 for the purpose.

Am I meant to get up and give an answer to a parliamentary question?

Does the Minister agree that he misled me by the information he gave me in this House?

Mr. Walsh

I do not so agree.
