The Emergency Powers Orders which required retailers of tea and sugar to be licensed by me will be revoked concurrently with the abolition of rationing. There will then be no question of permission from me being necessary for any person or concern to engage in the retail sale of these commodities. There is no prohibition on anybody engaging in the retail sale of bread or flour.
