Sir James Milne presented his report on 7th December, 1948. I am not in a position to say when or to what extent the Government then in office considered the report. It was, however, circulated to each member of the Government on December 21st, 1948. On 5th February, 1949, that Government announced their proposals for new transport legislation, which did not, however, include any of the main recommendations of the Milne Report.
