Telegraph Bill, 1953—First Stage.

I move:—

That leave be granted to introduce a Bill entitled an Act to repeal the statutory limits on telegraph rates.

Would the Minister state the purpose of the Bill?

There is a statutory limitation on the rates which can be charged for telegrams. It is proposed to remove that statutory limitation by this Act and to set out that the charges can be increased by an Order, without amending legislation. This would place the levying of charges for postal, telephone and telegramservices on the same basis. In the first two the charges can be altered by warrant and it is proposed to make that possible in the case of telegraphs also.

I thought we had reached the limit of the taxable capacity of the Irish people.
