Vol. 143 No. 3

Ceisteanna—Questions. Oral Answers. - Restriction on Opening of Shops.

asked the Ministerfor Industry and Commerce if his attention has been drawn to a report of the proceedings of the R.G.D.A.T.A. national convention in which it was stated that a request was to be made to the Government by that body to curb the indiscriminate opening of shops; and, if so, whether he will make a statement in the matter indicating the Government's intention regarding the licensing of grocery shops so that persons intending to open such shops may know the Government's intention in the matter; finally, if such restriction is contemplated, whether he has satisfied himself that there will continue to be adequate competition to keep prices at the lowest possible level.

I have seen the report referred to. Pending receipt and examination of the proposals which it is reported that the trade organisation concerned intends to submit to me, I do not feel called upon to express any views in the matter.

Would the Minister bear in mind when considering such a report that it would be entirely dangerous and very harmful to the consuming public if attempts were made to prevent the opening of shops? Opposition and competition are the life of trade.

The Deputy is making a speech.

You think they are speeches.

The Deputy is making a speech on every question. He must discontinue it.

Without making a speech on the subject, I am asking the Minister to bear these facts in mind.
