Lynch asked the Minister for Local Government if, in view of the continuing increase in rates and the inability of the ratepayers to pay these rates, he will set up a commission to examine the whole rating position with a view to making such financial and other alterations as are necessary to keep the local services going and to enable such a rate to be struck as will be within the capacity of the ratepayers to pay.
