Vol. 146 No. 9

Ceisteanna—Questions. Oral Answers. - Ground Rents.

asked the Minister for Justice whether he is aware of the present system whereby ground landlords are allowed to increase ground rents to a most unreasonable level on the expiration of leases; and, if so, whether he is prepared to introduce proposals for legislation with a view to protecting the interests of house-owners against such a system.

The rent to be charged on the expiration of ground leases and certain subleases under these leases is determined by the court, in default of agreement between the parties, pursuant to the provisions of Part V of the Landlord and Tenant Act, 1931.

Without accepting all the implications in the Deputy's question, I may say that when the recommendations in the Report of the Rents and Leaseholds Commission on the working of Part V have been examined, proposals for amending legislation will be submitted for the Government's consideration. This report, as I indicated yesterday, will be published at an early date.
