Ceisteanna—Questions. Oral Answers. - Loss of Salmon.

asked the Minister for Agriculture whether he is aware that the salmon drift net fishermen at Passage East, County Waterford, have suffered heavy losses during the past few months due to salmon being taken by seals from their nets; and if he will arrange to have the matter investigated by his Department with a view to having the loss reduced, or stopped, by having the breeding grounds of the seals located and suitable action taken to reduce their number, or destroy them completely.

I am not aware that the salmon drift net fishermen at Passage East, County Waterford, have suffered heavy losses as stated. Control of predators on fish is part of the general scheme of fishery protection and is accordingly a matter for consideration by the boards of conservators in the first instance. The Waterford Board of Conservators have a scheme of rewards in operation for the destruction of seals.

Is it not correct that the reward for the destruction of a seal is £1? Such an amount is not adequate to induce anybody to endeavour to kill a seal. Does the Minister accept from me that the destruction of salmon in the nets amounts practically to £100 per boat per season for, say, 50 boats, during the fishing season, in that particular district alone?

I would be surprised to learn that the losses were of the dimensions mentioned by the Deputy but I think the Deputy will agree with me that it is desirable, in so far as we can, to devolve responsibility for local affairs on local authorities. The board of conservators are primarily responsible in this matter. If the problem at any time outstrips their capacity, we are ready and willing to help in any way we can, on their approach. The Dublin Board of Conservators had a similar problem in connection with the seals at Lambay Island and I think they exerted themselves pretty effectively to resolve it on their own initiative. If the Waterford Board of Conservators find it beyond their powers then we will do all we can.

Or if they do not act?

If they do not act it would be for the fishermen to consult with me and suggest appropriate measures to bring to bear upon them.
