Before the present by-law governing the taking of escallops in the area in question can be amended a public inquiry would be necessary in order to afford all interested parties an opportunity of expressing their views as to any modification proposed, and before I can agree to order the holding of such an inquiry a prima facie case must be made to me that the proposed amendment of the by-law would be in the interests of the escallop fishing in the area in question.
